No, and it never has been. Nora was never incorporated, so there is no charter, no town hall, and no legal boundary to it. What it has instead is a community council, founded in 1967, and a good deal of local agreement about where it begins and ends. The nearest thing to an official line is the Nora Center on a 2019 county planning map, drawn around 86th Street and the Monon crossing.

Two genuinely separate incorporated towns do sit inside the same ZIP codes: Meridian Hills and Williams Creek are towns rather than neighborhoods. Neither of those towns changes your mailing address: whatever city your own mail already shows is the one to keep writing.

North. Northeast is Castleton and Lawrence, and around here that distinction gets made without anyone thinking about it. Measured from the city center, Broad Ripple sits about 6 miles north along the White River, and we are north of that again out at 96th Street.
